Extraction and replacement of information in issues

Arguments

x: An object of class IssuesTB.
i: Integer. Indices of the issues to extract.
j: Optional. Indices or names for column selection.
drop: Boolean. If TRUE, drop IssuesTB structure. Default: TRUE.
...: Other parameters passed to extraction method
value: Replacement value. According to the column selected, it can be a numeric, a character, an integer or a timestamp (POSIXct).
